Earth is still 75% water, so in most places I will have the greater power. On land, wyverns additionally have unmatched speed, so I can just run away until I reach water if threatened, or hide in place. Being not too terribly large means I'll also be able to maneuver better in cities that were up until recently populated by creatures much smaller than most dragons.

As a small dragon, acquiring $1 million in valuables is no problem. Gold is currently going for about $1,100 per troy ounce, so I'd need 909 troy ounces, or about 62 pounds. That's only roughly TWO gold bars. I could keep those with me in a small pouch at all times. I could take advantage of my small size and speed to rob a bank on the first day while there's still chaos.

With my sage aspect, I'll be wise enough to be able to choose my battles, and keep around some friends to round out my weaknesses.

I came up with a couple of builds just for the heck of it:

Sort of Moby Dick, the dragon:

A behemoth water dragon who instills terror in those that see it and has amassed the fabled Spanish gold lost under the murky depths.

Big-ass sky lizard:

A bronze Tianlong that sleeps a year and a half (or two, not really sure how far the tianlong goes up on the size scale) ever decade. Easily forgotten and possibly unknown to all.

Scaly Santa:

A white and crystal drake that resides in the north pole. It is seen as a jolly and benevolent one. It eventually sends out masses of crystal-based trinkets and toys to the world during one christmas. Going by that the crystallization is contagious, there is now a global epidemic of internal crystalization.

It gives out a jolly laughter as this happens before it goes into hibernation, only to claim what's left the world once it awakens.

The Dracolich:

mostly focusing on shepherds and attacking farmers every one in a while, its good to have variety of breath weapons for each of the seven heads. Regen may offset the sickly body and the need for sleep makes for a good theme.

ok gentlemen, this is the best dragon build hands down.

Bronze

Bronze dragon means that i will have the fastest fly speed, fastest climb, tightest turns, fastest dive, and highest ceiling compared to other dragons. the lighting attack is long range and high velocity making it top tier for aerial engagements.

Additionally, bronze dragons counter the whites, which are the enemy of the most common dragon, the reds. i can make a deal with the reds to fight the whites in exchange for them fighting the blues. the blues are my counter, but they are countered by the most numerous dragon, the reds. My counter is therefore largely minimized.

Medium Dragon

Medium size doubles the bonuses from bronze meaning i can fly MUCH faster and MUCH better than anything else in the sky.

i will UTTERLY DOMINATE any other dragon in air to air combat, and will have complete air supremacy. Also, since regular bronze allows me to fly at the edge of space, a medium bronze will be able to fly INTO SPACE where NO ONE can follow. i will be utterly invincible while flying.

I will climb above any enemy dragons, where they cannot reach me or see me and use boom and zoom diving attacks to attack with lighting breathe at long range and at high speed. i will then climb back up to were the enemy dragon cannot reach. RINSE AND REPEAT until their energy state is reduced and they are wounded to the point that they cant fight back. then go for the kill, and steal their loot.

i can flee any situation i dont like, and i can chase down any dragon that tries to run. bronze speed is a massive advantage.

Wealth

I will fly into space and make my base on the international space station. i will carry metals and rocks into space. i will use lightning breathe to melt the metals and fuse them together and make the space station into a massive space fortress.

I will store my gold horde in this space fortress where i will be impervious to attack, and i will accept tribute from astronauts who come to visit the station. additionally, i can take things into orbit in return for gold from nasa.

otherwise ill just kill other dragons and steal their hordes. i can also or steal gold from humans or terrorize them into giving tribute. OR i can defend humans from other dragons in return for gold.

Terror

The last bit of edge that will turn my build into the best combat build of them all. weakens enemies and makes them make mistakes in a fight. it intimidates other dragons into cooperating and terrorizes humans into giving tribute.

and how, may i ask does a stronger dragon beat him if it cant catch him? the whole point of flying fast is to be able to choose your fights. the whole point of bronze is to kill enemy dragons through maneuvering and ranged combat. also, you think a dragon flying down from space and sneak attacking shit at mach speed with ultra lightning is not terrifying? lol k.

i am less adamant on the aspect tho, i willing to change the aspect if someone can tell me why a different one would be better for this concept. sagacity or majesty possibly for making allies.

you can't just terrify a group of dragons alone to do work for you, they'll probably just kill you on the spot and even with majesty you'd need some kind of political power to actually get the dragon-people on your own side
