I could raid a store for supplies, steal a boat, and be out of the country in a day. The only way I can see this going badly is if the boomers don't stand out from the average zambino.

The security perimeter is said to be along the border, which in diplomatic and political terms includes the territorial waters of a country. You'll get sunk the moment you cross it. Even if you want to try and argue that the wording of the cyoa doesn't specifically state that (which I think it does), you're forced in that case to revert to plain logic, in which case stopping boats from leaving would be the first thing to do if you want to quarantine a country.

Raid during the day, hide at night. Ahab shoots the boomers, dog scouts with me. Need his nose.
