Zetta-9 is a black hole, used as a jumpgate hub to various parts of the galaxy. Its duke, Godwin Theodore, jealously guards the passageway with FTL inhibiting technology and poweful defenses. Over his long lifetime he has constructed dozens of jump gates and they have made Zetta-9 an important strategic territory.
A secret gate leads to a pocket universe. Arnheim. In it reside the duke's experiments towards creating a utopia. All orbiting a yellow star.
The blue world Marina, controlled by an all-powerful AI, constantly calculating the best ways to maximize it's millions of subject's happiness and productivity.
The red gas giant Zareef, home planet of genetically modified humans, capable of surviving in the alien environment of a supermassive gaseous planet and constructing floating platforms on its surface.
Then there's the orb. A dyson sphere the size of a star. This is where all construction takes place, miles upon miles of industrial terrain create fleets of battleships and networks of gates.
Meanwhile at the outer rings of the pocket universe orbit belts upon belts of asteroids, science stations manned by people from the interior cities of Orion.
These populations have no knowledge of each other (especially Marina is kept at a low level of understanding about the reality of the universe, believing themselves to be the only world in existence) but do benefit from each other's resources, science and wealth creation. Their economies are connected through the minor nobles coming and going as they please and trading between celestial bodies. They are seen as angels or gods at the places they visit.
Only the immediate associates of the duke know about this pocket universe though. It is the secret to his success and the one pillar all his power rests upon.
