So Panther Moderns? I think the average chummer probably doesn't have much interest in surveiling a nation state. A large corperation might, but I am skeptical: The risks are huge, the reward is infinitesimal. There is already an established way of doing business between corps and state. I think this has to be a foreign state. Gufficier 3.0
