Whilst it is true that there are some very young looking 18 year olds (I get constantly ID'd at 19 and people think I am no older than 16), and some monstrous hormone ridden 15 year olds that look fucking 20, you can generally tell.
Basically, there are outliers, but it is generally possible to know roughly how old someone is. An old looking 15 year old may be pimply, have bad skin and be overly hairy but the underdeveloped jaw and softer facial features are usually a giveaway. Same vice versa- an 18 year old may have baby skin and cute features, but it is incredibly rare for them to be as underdeveloped and soft (as in rounded) as a 15 year old. Only if they have some kind of hormone imbalance
