I think that issue only really happens if you do strenuous exercise often and/or without washing properly and regularly. My experience with shaving was so bad I've had no choice but to turn to epilation lately though I don't know about epilating my buttt yet. I had some of the worst razor burn and other kind of issues, so bad I ended up having to see a doctor and have some stuff prescribed so I could still go to work. But I never had issues with my butthole and inside/around my butt cheeks.

Just use a sharp razor, a good shaving cream and you might consider using baby powder afterwards. Or you could use something like Nair, just follow the instructions carefully and don't leave it on too long.

I do both. Epilating hurts but I find waxing doesn't get all of the hair, just the bulk of it, so I let my hair grow out then waxed and epilated the next, now I epilate to maintain.

Used the magic shaving powder you can get from any Walgreens/CVS for like $3/can. It's pretty amazing, just really messy and kinda smells up the bathroom (not in a terrible way, just a very prevalent scent for a bit). But damn if it wasn't the easiest full body shave I've ever done.

Have removed all pubic hair for years with Magic Shave. Be careful and test oneself first. Most people can tolerate around 4-9 minutes. Get it off by showering. If you do your butthole be extra careful. Some pretties put dab of mineral oil in hole. Have fun.

waxing your pubes isnt nearly as painful as you'd expect, if it's done PROPERLY. Meaning you're going to have to pay someone competent to do it for you. The main issues with waxing are the cost, finding someone who will even consider waxing a mens genitals, as most places simply wont, and waiting for your hair to grow long enough to get it rewaxed afterwards, as you'd generally want around 4-6 weeks of regrowth for waxing. Sugaring can be done on shorter hairs I've heard, but again, good fucking luck finding someone willing to sugar the hair off your dick, and if you do, having that done every week or so is gonna drain the fuck outta your wallet.
Personally I just bought a home IPL device to laser off all my hair, hope to fuck this thing actually works cuz I spent $350 on it. If it does, I'll have saved far more than I've spent in the long run, and if it doesn't, well then fuck me I'm out of hope and ideas.

sugar wax. easy to make and does a great job. you just need sugar, water, salt, and lemon juice. I just use it on my asshole/taint/balls mostly though, haven't tried the actual pubes.

sup, /shaveboys/. I use Veet depilation cream on my butt and inner thighs, works well. When i was shaving those parts, i made plenty of terrible mistakes:
- blunt razor,
- cold or a little warm water instead of hot,
- shaving againts the hair growth,
- not using lotion after.
So it gaves me lots of red bumps, most of them still there on my inner thighs, even though I shaved my legs in May(!) last time (now its mid August). And I still don't know how to get rid of them…

I've never had good success with Nair or similar chemical hair removal products. Either you leave them on long enough it ends up giving you a rash, or it doesn't get rid of all the hair anyway, leaving you with really unattractive strays in the middle of hairless areas. It also smells like shit.
I also get terrible ingrowns when using a nair type product.
I've sort of given up on shaving my legs and pubic hair due to either irritation or ingrowns, but I do keep between my ass cheeks and my balls shaved 100% of the time.

There are a myriad of factors but one question is how smooth of hair removal are you looking for? Its a balance between closeness of shave and convenience/possible irritation.
The easiest and most convenient, but least smooth, is using a trimmer. The norelco oneblade is probably the best and least irritating tool for the initial removal of long hair as it was specifically designed with that in mind. You can use this everywhere wet or dry without preparation. But being a trimmer you won't get baby bottom smoothness. If you're ok with that then that's probably all you need.
The next being a bit more time consuming but capable of a BBS shave is the electric foil/rotary shaver. These can be easily used anywhere but only on short hair growth, and have the capacity to cause irritation. There are models that you can wet shave using shaving soaps with help with that, but then that's another preparation step. The good shavers like the braun 7 and 9 series are expensive as fuck.
Then there are the razors, which give the closest shaves. They're generally split into the categories of ones with disposable cartridges and ones with disposable blades. These require you to apply a lather of shaving soap/cream on the skin beforehand which can be a bit of a chore, less so if you shave in the shower. Dry shaving or using only water is extremely likely to cause irritation.
Disposable cartridge razors can generally be used anywhere and are relatively easy to use. An inexpensive and relatively mild cartridge razor is the gillette guard. This is one of the least clog prone cartridges. But it's only available online. Multi blade cartridge razors like those ridiculous gillete 4-5 bladed models can be very irritating as a single swipe with a five blade cartridge is like swiping the same spot five times with a single bladed cartridge, all things being equal. Replacement cartridges can get very pricey depending on model.
Disposable blade razors are a very large category which in general give the closest shaves but are trickier to use since you have to manually control the razor angle. Because of this they're probably best left to shaving limbs and using mild cartridges for pubic and ass regions. Though it's entirely doable with skill and experience. A mild razor like a Feather AS-D2 or Merkur open comb can work extremely well and can be less irritating than most cartridge systems. The open combs can also shave down long hair with out clogging up as much. Replacement blades are also very cheap, as cheap as $0.10 each for some double edged blades.
Whatever razor you use, it's very important to lather on a good quality shaving soap/cream, not just some random body wash that you shower with.
Though regarding the "inconvenience" of wet shaving, using high quality products can turn what was once a chore into something of an enjoyable hobby. Using a nice badger hair brush to paint your skin with a rich lather of fragrant soap and swiping it down with a sharp quality razor is quite pleasant. And the thing is, the more you enjoy something the more frequently you will to do it. Which is the key in this whole thing to maintaining smooth skin.
