That just gets into economies of scale. Pretty much every board is easy to moderate when it's smaller and slower. You basically don't need to do anything at all. The problems arise when a board becomes more popular, and also gains more political attention and therefore shills to deal with.
Look at 4chan. Basically has the same moderation stance across all boards, with slight variations here and there. And yet it's still the slow boards that have the highest quality and the largest boards that have the lowest quality. That's just an inherent thing that happens. So the point here is that you can't compare a large board to a small board in this way.
Of course, a ton of the problems with 8/pol/ stem from the fact that it's over-moderated for it's size, along with having a massive proportion of shills for it's size.
