To be fair companies don't have to pay disabled workers minimum wage. It's supposed to work as an incentive to get them to hire disabled workers. So without that tugboat they would be living so far below the poverty line that it's not even funny. Section 14(c) of the Fair Labor Standards Act. So while he should work, he can't even expect full minimum wage from employers who wouldn't fire him for being a fucktard. It's not entirely his fault that he's essentially unemployable. Sounds like a win for everyone involved. Society gets some contribution from Chris, and Chris gets extra spending money and wouldn't need to beg.

As for your other two points, those also apply to any other minimum wage employee. Maybe Chris would require a bit of extra support, but DARS could help him with that - it's tax-funded, but it would go to helping Chris be more independent.

They are, but it's not magically gone if he were to get a job. Typically there's a point which it does start to decrease the more money you earn and even then at that cutoff it only decreases $1 for every extra $2 you make. It's a way to help supplement disabled people working part time minimum wage as if they worked full time which would fit Chris exactly if he gave a shit enough to get a job. Chris could work a part time job for 20 hours a week for minimum wage and get the full tugboat and the spending money from his job. That's a lot more money that could be used towards bills and keeping his bank accounts in the black.

As long he can drive he can work. I deliver pizza a couple nights a week for extra cash. There was no background check, no real interview, they just made sure I had a valid license, insurance, and had me bring a copy of my 3-year driving record from the DMV. As long as that says you haven't caused more than 2 accidents or had a DUI in that time period you're hired.

Work is minimal. Customer interaction is less than 30 seconds in most cases. Half the people I work with are on SSDI and do this as an income supplement. It's perfect for Chris. He's just a lazy fuck.
