When I first encountered Chris, I got fascinated with him as case study of what not to do given the basic resources of a PC and the Internet. In some places I believe so, and a lot of neighborhoods have home owners associations that enforce a certain level of yard upkeep, but I think that A) they're too far out in the country for any of those ordinances to matter or B) their neighborhood doesn't have an HOA because if either applied they would be fined to hell and back.

Out of all the trolling that was done, the only thing I feel bad about all of it was that he never once bothered to fix or improve anything even with the various internet girlfriends/trolls that told him to fix X or Y that if he did, he could have been a pickle instead of being one of the most documented people in history.
