Leung was previously a senior civil servant and administrative officer in charge of lands. His appointment as an executive director of a subsidiary of a land developer led to allegations of collusion of interests and delayed interests. He resigned after two weeks, and the territory's Legislative Council had, for years, an inquiry into the matter.

Amakudari (天下り, amakudari, "descent from heaven") is the institutionalized practice where Japanese senior bureaucrats retire to high-profile positions in the private and public sectors. The practice was increasingly viewed as corrupt and a drag on unfastening the ties between private sector and state which prevent economic and political reforms.
In April 2007, a law to phase out amakudari prohibits ministries from attempting to place bureaucrats in industry with implementation in 2009. However, the law also removed a two-year ban that prevented retiring officials from taking jobs with companies with which they had official dealings during the five years before retirement.

It wasn't until the next decade that Japanese prime ministers responded with policies to limit amakudari, although it is unclear whether these policies are having any effect. In July 2002, Prime Minister Junichiro Koizumi ordered that strict amakudari be ended, because of its association with corruption between business and politics.[11] Koizumi's successor, Prime Minister Shinzo Abe enacted new rules as part of a policy pledge to completely eradicate amakudari in 2007, but his reforms were criticised as toothless (see below) and a campaign ploy for Upper House elections in July 2007.[7][12]
While policy has focused on limiting amakudari to private companies, the number of bureaucrats retiring to jobs at other government organisations (yokosuberi or "sideslip") has surged reaching 27,882 appointments in 2006 up 5,789 on the previous year. These organisations, numbering 4,576, received 98 percent of the expenses for state projects without being subject to the bidding processes faced by private companies.[13]
Over 50 years ending in 2010, 68 high-level government bureaucrats have taken jobs with electricity suppliers after retirement from their government positions. In 2011, 13 retired government bureaucrats were employed in senior positions in Japanese electric utilities.[14]

The Corruption Perceptions Index (CPI) ranks countries and territories based on how corrupt their public sector is perceived to be. It is a composite index – a combination of polls – drawing on corruption-related data collected by a variety of reputable institutions. The CPI reflects the views of observers from around the world.[23]
The Corruption Perceptions Index has received criticism over the years. The main one stems from the difficulty in measuring corruption, which by definition happens behind the scenes. The Corruption Perceptions Index therefore needs to rely on third-party survey which have been criticized as potentially unreliable. Data can vary widely depending on the public perception of a country, the completeness of the surveys and the methodology used. The second issue is that data cannot be compared from year to year because Transparency International uses different methodologies and samples every year. This makes it difficult to evaluate the result of new policies.[24] The Corruption Perceptions Index authors replied to these criticisms by reminding that the Corruption Perceptions Index is meant to measure perception and not "reality". By 1990, IFES had established its first field office in Haiti.[3]
In 1991, IFES convened a conference which established the Association of Central and Eastern European Election Officials (ACEEEO), its first cooperative agreement with USAID, and opened a new Resource Center.[3]
In 1995, IFES embarked on a joint venture with International Republican Institute and the National Democratic Institute for International Affairs to create the Consortium for Elections and Political Process Strengthening (CEPPS).[3] This is a cooperative agreement supervised by the United States Agency for International Development (USAID) Office of Democracy and Governance which is the principal contractor for the Office of Democracy and Government's elections and political processes program which provides technical assistance and support to USAID missions worldwide.[4]
In 1995, IFES also accomplished its first surveys in Russia and Ukraine. The first IFES-created non-government organization, CENTRAS, also became private at this time as a continuation of the IFES's "Civic Voice" project in Romania.[5]

Criticism and limitations[edit]

Corruption is too complex a concept to be captured by a single score. For instance, the nature of corruption in rural Kansas will be different from that in the city administration of New York, yet the Index measures them in the same way.

The Index only measures public sector corruption, ignoring the private sector. This, for instance, means the well-publicized Libor scandal or the VW emissions scandal are not counted as corrupt actions.
Media outlets frequently use the raw numbers as a yardstick for government performance, without clarifying what the numbers mean. The local Transparency International chapter in Bangladesh disowned the index results after a change in methodology caused the country's scores to increase; media reported it as an "improvement".[29]
In a 2013 article in Foreign Policy, Alex Cobham suggested that CPI should be dropped for the good of Transparency International. It argues that the CPI embeds a powerful and misleading elite bias in popular perceptions of corruption, potentially contributing to a vicious cycle and at the same time incentivizing inappropriate policy responses. Cobham writes, "the index corrupts perceptions to the extent that it's hard to see a justification for its continuing publication."[30]
However, recent econometric analyses that have exploited the existence of natural experiments on the level of corruption and compared the CPI with other subjective indicators have found that, while not perfect, the CPI is argued to be broadly consistent with one-dimensional measures of corruption.[31]
In the United States, many lawyers advise international businesses to consult the CPI when attempting to measure the risk of Foreign Corrupt Practices Act violations in different nations. This practice has been criticized by the Minnesota Journal of International Law, which wrote that since the CPI may be subject to perceptual biases it therefore should not be considered by lawyers to be a measure of actual national corruption risk.[32]
Transparency International also publishes the Global Corruption Barometer, which ranks countries by corruption levels using direct surveys instead of perceived expert opinions, which has been under criticism for substantial bias from the powerful elite.[30]

Big 12 celebrates its 25th anniversary in 2020-21 as one of the nation’s premier athletic conferences under the direction of ninth-year commissioner Bob Bowlsby.
TCU and West Virginia joined the league on July 1, 2012 and became the Big 12’s first additions since inception, joining Baylor, Iowa State, Kansas, Kansas State, Oklahoma, Oklahoma State, Texas and Texas Tech.

The Big 12 has been at the forefront in college athletics reform, specifically with student-athlete welfare issues to include cost of attendance, student-athlete time demands and strengthening its policy for concussion diagnosis and management. In 2014-15, the Big 12 introduced and hosted three “State of Collegiate Athletics” forums to examine the issues facing college athletics. Two were conducted in Washington, D.C and one in New York City. Panelists included respected authorities from intercollegiate athletics, university leadership and sports journalism. The third forum featured a special session comprised of student-athletes. The Big 12 continued the “State of Collegiate Athletics” forums with Dallas serving as the host site for three events and one staged in Atlanta.
The award-winning Big 12 Champions for Life, an initiative of the Conference, begins its sixth year in 2020-21. It features student-athletes, selected by league institutions, in a series of public service announcements highlighting the positive impact an athletics scholarship has had on their lives leading to stories of personal growth and success.
The Big 12 was the only conference to place a team in the Final Four and CFP semifinals in both 2017-18 and 2018-19. Texas Tech played in the 2019 national championship game while Kansas competed in the 2018 Final Four. Oklahoma was in the CFP semifinals in both seasons, and again in 2019. Additionally, the Big 12 was the lone conference that had teams play in the 2019 men’s (Texas Tech) and women’s (Baylor) Final Fours, and the NIT (Texas, TCU) and WNIT (TCU) semifinals. First Los Angeles era (1960)[edit]
In 1959, the team began as the "Los Angeles Chargers" when they entered the American Football League (AFL), joining seven other teams: the Denver Broncos, Dallas Texans, Oakland Raiders, New York Titans, Houston Oilers, Buffalo Bills, and Boston Patriots. The Chargers' first owner was Barron Hilton, the son of Conrad Hilton, founder of the Hilton Hotels corporation.[4] Lamar Hunt, who was instrumental in organizing the AFL, said that he had asked Gene Mako for a suggestion for somebody to start a team in Los Angeles and he recommended Hilton. Hunt said that he visited Hilton for less than an hour and Hilton immediately agreed to start a team.[5]
Barron Hilton held a contest to find a name for his team. The prize was a trip to Mexico. A man from Hollywood named Gerald Courtney submitted the name "Chargers" and won.[6]:p.20 [7][8] Conrad Hilton said, "I liked [the name] because they were yelling "charge" and sounding the bugle at Dodger Stadium and at USC games".[9][10] Hunt said he thought Hilton picked the team name from the first batch of letters as publicity for his new charge account business Carte Blanche.[5]
The team's first general manager was Frank Leahy, a former University of Notre Dame football coach. The team's first head coach was Sid Gillman from the Los Angeles Rams. His strength lay in offense innovation and he was later honoured in the Hall of Fame.[11] Gillman (87-57-6) signed a contract with the team for three years. When Frank Leahy resigned due to poor health, Gillman became the general manager in addition to his coaching role.

In 1967, the Chargers played the NFL's Detroit Lions in a pre-season game with 45,988 spectators in attendance. The Chargers won the next three games and then lost four. Their last game was against Buffalo where they won 45–6. The team finished with an 8–6 record and out of the playoffs. Charlie Waller, the offensive backfield coach was named head coach. Gillman had resigned after the season's ninth game due to illness but continued as the team's general manager.[4]

In the opening game of the season, the Chargers beat Seattle 24–20. On September 10, 1978, the second game was played against the Oakland Raiders at Jack Murphy Stadium in San Diego. The game became known as the "Holy Roller" game, or, the "Immaculate Deception" because the Raiders made a game-winning play.[27] With 10 seconds left in the game, the Raiders had possession of the ball at the Chargers' 14-yard line. The Chargers were ahead 20–14. The Raiders quarterback, Ken Stabler, took the snap but was about to be sacked by the Chargers' line-backer, Woodrow Lowe on the 24-yard line. Stabler fumbled the ball forward, and it rolled forward towards the San Diego goal line. Running back, Pete Banaszak, tried to recover the ball on the 12-yard line, but could not keep his footing, and the ball was pushed even closer to the end zone. The Raiders' tight end, Dave Casper, was the next player to reach the ball but he also could not get a hand on it. He batted and kicked the ball into the end zone, where he fell on it for the game-tying touchdown as time ran out. With the ensuing extra point by kicker, Errol Mann, the Raiders won 21–20.[27]
The Chargers' fans saw the fumble as an incomplete pass or an intentional grounding. In the remaining minutes of the game, the teams battled for the ball towards the end zone where the Raiders ultimately recovered it for a touchdown .[27]
The Chargers lost their third game to Denver then in week four, the Chargers played the Green Bay Packers in an interconference match in San Diego. At the kickoff, the temperature was around 102 °F (38 °C). The Packers won 24–3. After this loss, the Chargers' head coach, Tommy Prothro was dismissed. He was replaced by Don Coryell of the St. Louis Cardinals.
In New England, the Chargers won their first game under Coryell's coaching. When they returned, San Diego was still recovering from the recent PSA Flight 182. The Chargers' defeating Denver in San Diego was morale boosting for the city. Coryell coached the team in his "Air Coryell" offense: Fouts threw to a trio of receivers (Charlie Joiner, John Jefferson and tight end Kellen Winslow). The Chargers won nine games and lost seven, thus missing the playoffs.

In 1980, running back Chuck Muncie was traded to the team from the New Orleans Saints. Fouts set a club record with 444 yards passing in the Chargers' 44–7 defeat of the New York Giants.[30] Kellen Winslow caught 10 passes for 171 yards. The Chargers defeated the Pittsburgh Steelers 26–17, winning their second straight AFC West title. They finished the season with 11-5 losses, a record for the team.
Jefferson (1,340), Winslow (1,290), and Joiner (1,132) became the first three players on the same team to have 1,000 yards receiving in a season. The Chargers' defense led the NFL in sacks (60). The defensive front line included the 1975 Chargers' draftees Fred Dean, Gary "Big Hands" Johnson and Louie Kelcher. Together with Leroy Jones, these players were known as the "Bruise Brothers".
In the playoffs, the Chargers defeated the Buffalo Bills 20–14. However, their season ended in the AFC Championship Game at the hands of the eventual Super Bowl champion Oakland Raiders 34–27.

For the 2002 season, Marty Schottenheimer replaced Riley. Under Schottenheimer, the Chargers won their first four games.[56] Butler would succumb to cancer after a nine-month struggle in April 2003.[56] Butler was replaced by A. J. Smith, who was named the Executive Vice President and General Manager.[59]
In 2003, the Chargers traded Seau to the Dolphins for a draft pick in the 2004 NFL Draft. Before he left, Seau's teammates awarded him the Emil Karas Award for the team's Most Inspirational Player.[60] Tomlinson accumulated 195 total yards from scrimmage in a late season game against the Packers to raise his season total to 2,011. He became the first Chargers player and the eighth player in NFL history to record consecutive 2,000-yard seasons.[56] Tomlinson also became the first player in NFL history to rush for 1,000 yards and catch 100 passes in the same season.[56] The Chargers were the host team for the Super Bowl XXXII and Super Bowl XXXVII.
The 2004 season saw the Chargers win their first divisional title since 1994 with 12–4 record. They quickly were eliminated by the New York Jets in the first round of the playoffs, 20–17 in overtime.
During the 2005 NFL Draft, the Chargers drafted key rookies who would help carry the momentum from the team's 2004 season. The Chargers used their first pick to gain Shawne Merriman from the University of Maryland. Their next picks included Luis Castillo from Northwestern University, Vincent Jackson from Northern Colorado, Darren Sproles from Kansas State, Wesley Britt from Alabama University, Wes Sims from Oklahoma University, and the center, Scott Mruczkowski from Bowling Green State.
The Chargers lost their first game of the 2005 season to the Dallas Cowboys at home 28–24, and their second game 20–17 in Denver against the Broncos. Through Tomlinson's efforts, the Chargers won their third game, which was a home game against the New York Giants. Tomlinson took 220 yards in total, 3 rushing touchdowns, and threw for a touchdown helping the team to win 45–23. The Chargers then defeated the defending Super Bowl Champions New England Patriots 41–17. At their fifth game, which was against the Pittsburgh Steelers, the Chargers wore their throwback uniforms. The Steelers defeated the Chargers 24-22 after Jeff Reed made a 40-yard field goal. The Chargers won the sixth game against the Oakland Raiders, 27–14. In the seventh game, against the Eagles in Philadelphia, the Chargers were leading 17-13 until late in the game. Then, the Chargers' field goal was blocked and returned 65 yards by Matt Ware. This led to the game winning touchdown for the Eagles 20–17.
