Been trying to find this video for ages, but I always come up short.
From what I recall, it was recorded off the TV before Beavis & Butthead Do America on VHS. I've lost the tape so I don't know what channel it was. It's entirely possible the cartoon in question was completely separate, but I believe it played before the movie.
In the video, the woman had no skin on her face and was bloody, walking down an alley while low ambient music played. She would proceed to walk towards children and, using a knife, cut their heads off before placing their heads on her belt.
One scene had two boys playing, with one leaving his friend alone while the woman approached him and killed him.
A final scene was her approaching a baby in a shopping cart, where the mom left them unattended. As the woman got closer, the baby played around in the mother's purse before finding a revolver and accidentally shooting the woman dead before she got to him.
During this time, there is an astronaut in a small room that is cut to several times. The color was green tinted with possible yellow tint towards the end, til finally, after the murderer is killed, it returns to the room, red with the astronaut freaking out as the noise becomes more hectic. It reminded me of bees, but that's probably some random association I threw out.
It was some time between 1996 and 2000.
I've been looking tirelessly for the VHS, but I haven't found it.
