I liked Heroes 101, though likely not for the reason that it was intended. It's an inside joke that is hard to explain. At least it seems easy to watch now since back then, the only ones available for rewatch was video captures off a TV than a recording. I'll have to get back to it and see if it is still unintentionally funny as what I remember.

Nah. Neo Yokio's exact problem isn't that it's a weeb show, it's that it's not enough of a weeb show. It sets up this elaborate visual gag with a color palette, cast and soundtrack that screams shojou, but the humor and plot are distinctly American. Even the setting, which should be a character in its own right, never gets and background besides "the greatest city on Earth."
The show would be 100% improved if it was done in a distinctly "American" animation style, but that would require there be a such thing as a unifying American style. As it stands it never goes farther than "LOL Japan!"
