Assuming that anything can be salvaged, an EIC with Shooter's temperament would probably be a poor fit for the publisher as it is now, because they'd have to fight a battle on two fronts (corporate & creators) to get the comics anywhere near where they were at their peak. Shooter was lucky in that he only had to wrangle the creative side during a time when the though of The Mouse owning them was a pipe dream and comics didn't face irrelevancy from either their own adaptations or the evolution of technology.

Someone like shooter would have to pretty much clear the house and start from scratch. Otherwise people like Brevroot would constantly resist and bitch on twitter and to any comic blog that would listen. Few artists and writers that can shut up and work would probably stay. As far as management goes, Cebulski is the only guy who could be able to stay. He seems like the most diplomatic and professional out of Marvel higher-ups, and that's likely why he was chosen for his current position.

Not all current Marvel is anywhere near this bad. Immortal Hulk is good, Cates's Thor is good so far, there's been good Daredevil runs lately. Not saying it's a great period in Marvel history but if you let hucksters like Scriver tell you it's all New Warriors and Iceman tier then you're gonna miss out on some pretty decent stuff.
