I finally have the chance to post the insanity that is Novas Aventuras de Megaman (The New Adventures of Megaman), the officially licensed, Brazilian Megaman comic that barely has anything to do with Megaman.
And the result isn't a case of Capcom leaving them naked to the wind. They sent them copies of the Megaman manga to republish, but they said "Nah" and decided to do their own thing.

Ok, Roll gives the story-dump. In this version of Megaman, Dr. Wily was arrested and the world governments outlawed Megaman generation robots. Dr. Light, however, defied the government and sealed Megaman and Roll in pods for thirty years.
In the meantime, they invented new goofy robots called 'Neomavericks, who promptly allied themselves with Dr. Wily and graphically committed genocide against the humans. Dr. Wily became ruler of the world and Dr. Light died.
This is a Protomen album waiting to happen.

It's issue #2 of Novas Aventuras de Megaman and they're already introducing X.
Now's probably a good time to mention that they hand no consistent artist for this. Instead they had multiple artists draw the same story and went with whichever style looked best for that story. They did this for every. single. issue. Did I mention it only lasted sixteen issues?

The original Top Cow series. Written by Dan Jurgens of Death of Superman/Booster Gold fame, amongst other things. Interior pencils by Andy Park. Cover by Michael Turner, the guy that pencilled the story arc that reintroduced Kara Zor-El into DC continuity post-COIE in Batman/Superman at the expense of poor Matrix/Linda Danvers.
Typical of the era, the art is actually a big draw and the female form is, god forbid, drawn to be sexually attractive.

Sonic The Comic was a fortnightly (maybe it later went up to weekly) published in the UK from 1993 onwards. It had 4-5 concurrent stories (typical British style, like 2000AD) as well as the trappings of video game magazines like reviews and cheat pages. Shinobi and Streets of Rage were in it from issue 1, I think Shinobi ran for 2 series and Streets of rage 3, before the whole comic was given over to Sonic characters (the rabbit character you rescue in Sonic 1 became a leather-jacketed punk with a stave, and Amy Rose had a crossbow). Shinobi and Streets of Rage were also collected into books, but I don't recall ever seeing them, and I was Sonic-crazy at the time.
Actually before that comic started there was a couple of softback "mooks" (but that twattish term didn't exist at the time) with other comic strips in. I still have those kicking about… on the far side of the world.
There was a Russkie site called Sonic Scan F which had a lot of STC scans on it, but when the Archie Sonic was threatened with cancellation they deleted everything to "support" it.
Also some people made a very slow online continuation of STC, and even bought back stories based on other games… but it's run by SJW's. A former friend was friends with one of them, who had a cutsey-looking cartoon of her self as her Facebook picture. The actual bird was hilariously hideous, her head looked like a scouring pad (complete with fuzzy dark green layer on top).

That must be it. I picked up the collected book versions at a remainder store in Australia in the 90's. They were magazine size, squarebound softcover, colour art.
IIRC Shinobi had to fight his way up a pagoda, like Game of Death, but was smart and said FUCK THAT and just went up the outside, lol.
But he did have to fight a guy on stilts.
Streets Of Rage managed to work in that cop that only shows up as a special attack, the guy who drives up with a bazooka.
There was also a halfway decent Ninja Gaiden anime.
