As someone who has had to make a few licensed games for cartoons and animated movies this can happen a lot easily.The hoops those fuckwads make you go through because they don't know how games work is amazing and they change their mind constantly. Haven't personally ripped it, but that's what Cutting Room Floor has as the full size, so I'd guess original size. Keep in mind in that era textures for the main character's entire model can easily fit into a mere 128x128. 64x64 is plenty big for something more minor.

Smarter in different areas.
Dexter's inventions are more stable. They tend to work as intended or (rarely) not at all. Jimmy's inventions almost always backfire the first time.
Jimmy had better lab security. Even when he tried to get in while in Cindy's body he couldn't do it. The only unauthorized access in the entire series that I can recall was by a clone of himself. Dexter meanwhile not only has Deedee enter all the time, but that random musician can as well.
Dexter seems to have all manner of invention "on-hand". Jimmy's only recurring (and properly functioning) inventions are a hovercraft fast enough for (and presumably good enough navigation for) casual cross continental travel (they go to Egypt in it once, and the equator in another episode), a robot dog (that isn't all that smart, needing direct orders to do most stuff) a bag of holding and a spaceship capable of intersettler travel.
