There was a really loud character in the criminally short-lived Dilbert cartoon of circa 1998. Fortunately he was a very minor character and his one-note gag didn't get overused.
Also in the 90's, the British comic The Beano ran a Cartoon Network type competition to have readers vote on which new character they wanted, after a bunch of them got 3-week runs. We all voted for Vic Volcano, because he got really angry and breathed fire. Thing was, "getting really angry" was his entire chatacter, I bet the script writers were pissed, how can you get good stories out of that? Another of the candidates was "Crazy for Daisy", about a hopeless romantic. This came back for "guest apperances" and pretty soon ousted Vic Volcano and became the new regular strip anyway.

When people don't give a shit about cartoons, it's easy to imagine a board of executives just letting an algorithm that runs off Google search information send orders to a Korean sweatshop to make creepy random OOC shit.
Executives already work on the cargo cult principle, they have no idea what constitutes good entertainment, just a series of rituals they enact. The only thing saving us from complete cultural retardation is that they still have to involve actual artists and writers somewhere in the process. Believe me, as soon as they can get a neural network to bang out cartoons and comics, the animators, writers and artists will be on the bread line faster than you can say Ayn Rand.

The standards of quality for vidya are far higher than that of cartoons. If you try to pass off ugly garbage in your games and justify it under "muh style", you'll be laughed out of the industry. Whereas CalArts garbage gets a free pass and even praised because the industry is so full of shit content that there are few quality animated works cartoon fans can admire. At least in their limited scope of what they consider animation. And even then, they forget what made those few quality works great and gladly accept whatever trash comes their way that is slightly less bad than the more obvious trash.
There's not much quality animation to go around because there's no competition in animation, no incentive to innovate and produce the greatest animated works one can possibly make and exceed one's expectations. There's a reason cartoons and cartoon fans are held in contempt. Because most cartoons are unremarkable garbage, and cartoon fans cherish them because their standards are so low. And the few quality cartoons don't leave much of an impact on the industry because they don't translate to high profits for the networks.
In Vidya, there's enough good games to go around, and the devs and publishers who make quality games profit greatly. Quality is incentivized to give consumers more of a reason to buy from you than your competition, and thus, standards are relatively much higher. There is creeping post-modernism from SJWs, but for the most part, if your game looks like shit, it'll be treated like shit. That's why hand-drawn animation in video games is better than what the actual animation industry produces. Keep in mind that all these hand-drawn games have to animate is very limited to action cycles, cutscenes, and backgrounds. The cost compared to the cost of producing an animated film isn't nearly as high.
