Christians are obligated to be charitable. A welfare state is counter to this, it isn't charity because it's confiscatory by definition.

I would say no, not "however you can". You have an obligation to provide for your wife before a vagrant, and you have the moral obligation against enabling the addicts on the street by aiding them in ways that keep them there.
