You have a fundamental misunderstanding of the reason certain professions have confidentiality. A child facing abuse will be more hesitant to consult a doctor or pastor for help if the professional is going to report, because the child might be gaslit or fear physical retaliation from the abuser if he's caught, or whatever reason. There's also delicate situations where the abuser is mental and conflicted, and the immediate involvement of police might be worse for the victims (stretch).

If the papists think they have an obligation to not report child abuse that's wrong, but we aren't fixing the situation by compelling by state force the reports.
