I read Exodus and saw God hardened Pharaoh and even planned to from the start. So did God just turn him into some puppet that can only resist his will(which you all do anyways before you are regenerated)? Or did Pharaoh hardened himself first and God foresaw that and announced hardening him on that basis?

Basically Pharaoh was like a reprobate. God gave him up, because Pharaoh refused to listen and let His people go. Since Pharaoh intended to keep his heart hardened, God made it even more.

2 Peter 3:9 NASB — The Lord is not slow about His promise, as some count slowness, but is patient toward you, not wishing for any to perish but for all to come to repentance.

If God hardened Pharaoh, he didn't do it at the expense of pharaoh's salvation.

The kingdom of God requires freedom not only of God but of man. Since Pharaoh was unwilling but God was still willing God's dealings with him could do nothing other than what the play between pharaoh and God could result in.

So pharaoh might have been hardened but since God is wise he is able to utilize whatever condition that we are in, if not for the benefit in the now of the person he's directly dealing with, then for others and maybe later on for pharaoh.
