Clearly taken out of context. As Christians, we are meant to judge righteously and unhypocritically. Paul is winding-up(over chapters 2 and 3) to demonstrate that the Jews cannot maintain a monopoly on Israel. That simply being a genetic Jew frees them from even reprobation. Reprobate means “rejected”. He goes on in Romans 3:10 that no one is righteous; this is true but there is distinctive difference between disobedience(the lost) and the twice dead(the reprobates, irredeemable).
I’ve aptly demonstrated other verses that God is not pleased with us if we love the ungodly/enemies of God(2 Chronicles 19:2). Pedophiles are ungodly. Sodomites are ungodly. I will though make a distinction between them that “burn in their lust” and those that are confused because they were molested by a sodomite when they were younger, but the principle holds: God doesn’t necessarily love everyone and he doesn’t expect you to be nicer than Him.
Judging righteously/unhypocritically:
Matthew 7:5 Thou hypocrite, first cast out the beam out of thine own eye; and then shalt thou see clearly to cast out the mote out of thy brother's eye.
John 7:24 Judge not according to the appearance, but judge righteous judgment.
1 Corinthians 6:3 Know ye not that we shall judge angels? how much more things that pertain to this life?
God’s hatred:
Psalms 5:4 For thou art not a God that hath pleasure in wickedness: neither shall evil dwell with thee.
