All things work together for the good of Christians. At the same time, tragedies occur. It is regrettable that abortion occurs. It is not a good act, and it would be better if any mother did not murder her baby.

What's the proper meaning of this verse?

Properly understood, is it saying that all events, good or bad, have a sanctifying impact on the Christian?

As far as I understand it, it means that no matter what terrible things happen in this world, God is working around and through the will of men to make things work out for His good plan. He is sovereign and in control - He'll make beauty out of even the ugliest of our sinful actions. He knows exactly what to do at all times and in all places to make this happen.

Of course, this doesn't mean that we should do bad things expecting him to cover it. See Romans 6:1-4. Things will work out even better if we actually follow His will like we're supposed to!
