God uses those power structures. The Church patiently endured Rome, but guess what? She conquered it's heart, and Byzantium ended up being one of the most stable, long lived empires in history.
Rebellion and upheaval often leave nothing for God to work with. Look at Iraq, for example.. where the US completely liquidated it's infrastructure, military, administative aspects, education, economy.. the whole shebang. It stupidly tried to rebuild Iraq almost from the ground up, and the result was ISIS eventually…and other forms of tribalism (same with Afghanistan). They may have been quelled for now, but the basic model of tribes will continue. Rebellion (or upheaval which is similar) just produces an even more pozzed society. Or leaves room for worse people (French Revolution.. or a strongman like Napoleon who recognizes the idiocy and tries organizing it all on his own).
So yeah.. don't lash out at governments like a retard. God uses them.
