If you feel hate or resentment in your heart, you can know as a fact that your anger is not righteous.

Simple. You must find the root of the emotion. Its usually hurt. Who hurt you? You or the guy you are mad at? Did he hurt you intentionally? If yes than your anger is justified. If not you may still be entitled to restitution. After the matter has been settled however you should forgive them.
And if you hurt yourself, you must learn to forgive all involved parties.
