You are saved or not based on your individual name being found in the book of life
<Revelation 20:15 NASB — And if anyone’s name was not found written in the book of life, he was thrown into the lake of fire.
Also read the account of Abraham bargaining with God in Genesis 18. The people of Sodom deserved judgment
<Genesis 18:20 NASB — And the LORD said, “The outcry of Sodom and Gomorrah is indeed great, and their sin is exceedingly grave.
Despite this, God said he would NOT destroy the city and sacrifice innocents if 50, 45, 40, 30, 20 and eventually 10 were found righteous
<Genesis 18:32 NASB — Then he said, “Oh may the Lord not be angry, and I shall speak only this once; suppose ten are found there?” And He said, “I will not destroy it on account of the ten.”
God later makes the provision to save the only righteous family in the city when they number fewer than 10
All this to say that I am NOT accountable before God for evil actions of my state that I'm not involved in. The state is an entity with it's own interests that don't necessarily represent mine.
