I heard a local priest is running for the state council here. I know many protestant preachers run in elections, but what is the Catholic stance on this?

It is strictly not allowed to run for political office. It's in canon 285 ;3. If he is doing so report him to your/his bishop.
Priests can hold symbolic positions but if it involves any real exercise of power it's not allowed.
