Clerical abuse cliffed in the mid 80s, and cliffed again after the post-2002 reforms.

This scandal isnt about whether priests are currently raping kids (they arent); its about how people who are still in power covered it up when it was happening back in the 70s.

There is an extensive process for all of this, the problem is just as much if not more people not fully following the rubrics and admitting people despite warning signs. The most common break of the guidelines is admitting people with "deeply seated homosexual tendencies" because people like to worm their way around the wording.
