This line symbolizes CIA's (fallen man's) surprised awe at the beauty and spiritual power of Bane's (Christ's) master plan (redemptive self-sacrifice). CIA can't comprehend that someone could be so spiritually "big" as to take the whole of humanity's sins unto himself and redeem them through his own innocent death. The redemptive power of Christ's sacrifice also embiggens even the smallest believer, this is relevant because, as all learned banescholars know, Aidan Gillen (CIA) is actually a BIGGER guy than Hardy (Bane). The masketta man symbolizes the devil. CIA has already completed his goal - securing dr Pavel, but Masketta keeps tempting him with more. At first he fails after trying to appeal to his greed "Don't worry, no charge for them", but eventually succeedes by appealing to CIA's pride - making him think he can go after Bane. CIA being the average sinner like us gives in, which results in his and his men's deaths. The story is a parable about the nature of sin and it's consequences.
