I've heard that there was a canon of books confirmed at Nicaea, but the only old source attesting to that that I've seen is a comment by St. Jerome. I haven't seen any other source, nor a list of what those books were.

You're right. It happened in the decades before this fait accompli by Constantine as more Roman families were adopting the faith and reshaping it into a Roman religion. Constantine's council just codified pre-existing changes.

Arguably it was Theodocius II and the Council of Ephesus that really created Roman Catholicism by cementing "veneration" of Mary.

Not entirely true. He "called" a council with Papal Legate, Hosius, who was the real deal when it comes to this council, and his presiding over was literally sitting there with "can you guys stop fighting alredy?!"face (and watch over them so they won't kill eachother that almost happened).

And this not true, moreover it's lie invented by Voltaire. Council did not spoke about Canon (the closest we get is that Jerome says that it accepted Judith as Scripture but acts of council are lost).

Veneration to Mary is as old as the Church. Read Irenaeus.
