Lust is adultery, and adultery is sin. Lust after children is adultery, which is also sin. Adultery with children is adultery, which is again, sin.
Evil and intent to harm (anger, insults, vengeful spirit) is murder, and murder is sin. Evil and intent to harm children (same, though with adultery now of lust) is sin too. All these things are sins together and equally a falling from God's way.
People go on and on about the millstone verse, when He is clearly referencing causing children to fall from the faith, from believing in Him. And since Jesus is also not a man of death and killing, He is just emphasizing how evil it is. Evil is evil, which is evil. We are in no place to judge, as often as we humans are adulterous murderers.
