He's right in the way that our own will can go against or with God/Creator's ways. We always have all the power in ourselves, the key is how to use it consciously.

Also FNV was one of my fav violent video games before I stopped playing them, that DLC was very heart warming and made playing this not a complete waste of spirit. That .45 pistol was borderline OP, glad I invested in that skill, also glad I stocked up on explosive .50 ammo before entering, kek
