No, it's an internet forum, with members of the Church. The Church is no website or building but rather those people who have been united to the Body of Christ.

context makes for exegesis, OP

if you read the preceding verses you'll see that Christ is speaking on matters of Church discipline, where offence has been done by one believer to another

so it's a misapplication to use this verse to qualify what makes a 'Church' - there are much more prescriptive passages to draw on, and you should look to them
