The FDR always has been and will continue to be a sign of stability in Europe. While many scramble for the oil reserves of Africa to once more form an Imperialistic image of the world the German government is far more concerned with the home front, seeking to solve the solution of dwindling oil the same way it was solved by its predecessors.
Synthetic oil is no magic, built upon the basis of coal, something the Ruhrgebiet has more than enough of, Germany will use its natural resources for a change to prove itself worthy of Superpower status.
While not seeking direct confrontation with any of the other global powers Germany will seek to make alliances with its closer neighbors and defend these to its full capacity to contain at least Europe and uphold its stability in a time of turmoil and crisis.

1. Cyborg Merkel has ruled Germany for many years and if people can trust in one thing then that is that she will find the right course for the country. Of a time of turmoil lay ahead, however in order to soothe the soaring tempers Merkel would hold a speech about the unity and prosperity of Europe, calling for all neighbors to work together towards the common goal of prosperity and safety.
2. Oil was becoming scarce and there was an abundancy of coal still untouched in the Ruhrgebiet. While the early models weren't efficient the government would commence a large scaled project by the name of "Schwarzes Wasser". Intelligent young minds would be recruited to find more efficient ways to synthesize coal into oil while more basic factories would already be constructed in order to at least get some oil production going until more efficient means of synthesizing became available. The upgraded technology would then be used to in turn improve the facilities and optimize the process.
3. The Federal Republic of Germany does not admit to any secret operations on foreign soil and condemns any such actions unless undertaken by close allies. *cough* Operation Reichsadler *cough*
4. With twelve million men serving in Germany's armed forces there certainly was no shortage of manpower. However even though other nations may regard it differently in Germany every life counts. Investing a lot of smart minds, overtime and funds into it the Bundeswehr is conducting revolutionary research in order to increase its' soldiers' survivability rate on the battlefield.
