but from what I gather after a quick search
"Six individuals were arrested in conjunction with the blaze, on charges of professional negligence resulting in death; those charged included two executives of the Myojo Kosan Group, which owned the building, and the commercial tenants of the structure, which housed a video mahjong parlor and a hostess bar.[1] On July 2, 2008, five of the defendants were convicted of negligence in the Tokyo District Court; the sixth defendant was acquitted.[7]
By July 3, 2008, Tokyo police had concluded that the fire resulted from arson, but had not made any corresponding arrest.[7]
Japan Today, an English-language online news outlet, quotes Tokyo police as stating that the mahjong parlor located in the building was "an illegal gambling den" with daily revenues of about eight million yen. Japan Today's report speculates that the Chinese mafia and yakuza could have been linked to the incident, as illegal gambling operations are regularly forced to pay "protection money" to organized crime syndicates. However, there is no material or eyewitness evidence of organized crime involvement in the fire.[8] "
From this I would say that it wasn't a terrorist attack, as there was (to my knowledge) not a terrorist but it was more due to lack of care and would be more apt classified as criminal negligence

Was an arrest made of the arsonist in the myojo case?
I have almost no prior knowledge of this and in my short search I didn't see if they had convicted an arsonist, only the owners of the building
Anyways. assuming it was arson, what I'm gathering is that the others who were indicted were alleged to be in cahoots with organized crime, and as such, it's likeley that the reason arson was commited was for gains of money, or perhaps even POLITICAL ties
Without further knowledge it's difficult to say one hundred percent for sure
but due to this I would say it's quite well possible it was a terrorist attack

There's not too much information out on the kyoani arsonist to my knowledge either, but from what I've been hearing about that, hje was a train otaku and upset about Kyoani's connection with the railway system.
The goal of his arson was revenge and to disrupt the connection of kyoani to greater japan and the commuter system, something that could very well be classified as the politics of how kyo ani operates
a politically driven crime with the intent of causing as much damage and loss of life seems to be as close as I can get to the definition of terrorism and I feel like this fits that description
