I didn't find the places in FO3 any more boring than New Vegas' were. The thing that makes NV better for me is the more interesting and nuanced factions, along with various other small things

The problem is that the atmosphere doesn't make any sense. It takes place too far after the nuclear war for everything to be so damaged and for society to be so underdeveloped and people have built cities of scrapmetal despite the fact that many buildings are still intact.
Fallout New Vegas is better in worldbuilding because the settlers are reusing old structures as anyone with half of a brain would and the main quest is about clashing civilizations attempting to rebuild society in different visions.

Also, you're kind of ignoring huge portions of FO3's lore there. FO3 takes place in a hugely more devastated wasteland than NV. NV explicitly says the Mojave is spared the worst of the nuclear fallout due to Mr. House, the Capital Wasteland was essentially the biggest target for nukes in the Great War. The fallout would have been far worse and taken far longer to dissipate. FO3's greatest strength is reinforcing the oppressive atmosphere, it took the worst of the nukes and has the harshest wasteland, hence the less developed societies.

Also, a lot of characters in New Vegas are soapboxes. Often, it's like time stops while someone like Caesar spills all of his motivation. There's little subtlety.
Fallout 3 has more of an atmosphere like Metro or S.T.A.L.K.E.R. and I love it.
Also hardcore mode in New Vegas is retarded. It doesn't fit. It fits better in Fallout 3. I know there's a mod that makes Falout 3 more hardcore and it's fucken sick
