yes, people can be racist against their own race. They can support institutions that are harmful to them, out of ignorance or any other reason. Like the blacks who supported the confederacy or slavery.
just asking if someone "is racist" is way too simplistic a way of looking at it. Harmful racism are the institutions, or people who support those institutions, not the hatred of race. So the racism is roundabout enough that black people or browns can support things that are bad for them without knowing it.

Then you can't proclaim the individuals harbor any racist ideals against themselves if they support things that work against them. A black person believing that people should abide by a society's laws or a Hispanic person believing that immigration should only be done legally through proper avenues have no intrinsic racism in their beliefs. Then what defines "education" in this context, purely the whims of what you want to agree with? It's not particularly hard to find people with graduate degrees in sociology or similar fields that vote Republican or otherwise support "right wing" causes. Are they uneducated because they aren't far left? Is the random unemployed person on Twitter calling for full asylum to anyone who asks, demanding the rich/society pay for it, more educated?
The issue here is that it's equally fallacious to say any and all people on the right are racist as much as it is to say all people on the left simply want government handouts.
The Clintons in the 90s had the platform of increasing prison terms. Are the people who voted for her in 2016 racist for supporting those institutions because it was her that said it?
If the argument is that they voted for her because it aligned closer to their causes and beliefs even if there's major disagreements, can't the same be said of the right?

This isn't a "both-sides" scenario. At the moment, the right in America is Trump. He campaigned on wall building and the muslim ban. That is why people voted for him. McCain is dead and I don't know any other republicans that go against anything he says, so at the moment, yes, voting republican means voting racist. Are there people who voted for him because of his economic policies and just put up with the racism? Yes, probably. And those people, I'll admit, are not racists, probably. But the other 80% of his base, and the 100% of the party he's in, that seems to just support his racism? That voted for him BECAUSE of it? I don't know dude.
It's not the same to conflate the hillary stuff. She didn't campaign on being tough on crime and locking up pot smokers, so you can't say people voted for her in the hopes that's what she'd do. Trump DID campaign on building the wall and banning muslims, that was 90% of his campaign. And why isn't it fair to assume that the people who support him support that?
I don't see any of his base up in arms when he separates families or bans muslims. I don't see any republicans challenging him. So what is the basis of the assumption that people who vote racist, support a racist, aren't racist?

At no point did I deny he was. I'm simply talking about the right's voter base. You can conflate the two when you outright said that any support of policies or institutions that are inadvertently racist by ignorance or otherwise, is racist. Would you call Obama more racist than Bush for deporting more? No. There were reasons for deportations stripped entirely of race.
It's the same for the people that voted for him. He was more people's second pick than first but when it came to the election, either partisanship or other beliefs kept them in line.

I think that's a misconception.
From January,
>According to the results of an ABC News and Washington Post poll released Sunday morning, 42 percent of Americans support a wall.
And the muslim ban
> But after months of litigation and controversy, 6-in-10 voters back the ban — and the survey suggests the actual policy may be more popular when separated from the president.
You seem baselessly optimistic about his base.
