Hand-drawns gives alot more freedom than digital, however they are much less forgiving to mistakes than typical digital layers would. Compare it more like a typewriter / handwritten paper to a computer text. Even then, hand-drawn cells usually get scanned to computers and digitally painted over it. The reason for this is because simple cost efficiency, barely any difference in quality and less time needed than to paint each cells by hand. Walt Disney (RIP) hired thousands of freelance artists to paint Snow White cells back then. Backgrounds may be painted by hand though, as shown by Samurai Jack and Ghibli's films.

Honestly, the slavs seem to have a knack at animating as much as the Japs do, although the slavs tend to follow a very unique or experimental style compared to the streamlined animation of the Japs. Not to mention that, the art direction are further compounded by the dark undertones of typical eastern european writing, all of this seem to create a weird but fascinating snapshot of the art during under (or after) the Soviet Republic.
Take this short for example, (almost) everything that you see in this short were made by paper cut-outs, it's fucking 2.5D and they did it in 1975.

I find the movement in slav animation is often closer to good Japanese animation than other western stuff. The low budgets, small teams, and fact that Russia is a weird hybrid of eastern and western civilization probably have something to do with it too.
