I'll post my response. It's long, so I'll have to break it up.
This response will focus mainly on Page 14, §61 of the aforementioned draft of guidelines. This response seeks to challenge the validity, ethics, and efficacy of the definitions laid out in §61 of the guideline draft, particularly, its inclusion of fictitious, cartoon depictions of minors.
The section in question:
"Child pornography is defined in article 2 OPSC as “any representation of a child engaged in real or simulated explicit sexual activities, regardless of the means used, or any representation of the sexual parts of a child for primarily sexual purposes”. The qualification “by whatever means” reflects the broad range of material available in a variety of media, online and offline. It includes, inter alia: visual material such as photographs, movies, drawings and cartoons; audio representations; any digital media representation; live performances; written materials in print or online; and physical objects such as sculptures, toys, or ornaments."
Drawings, cartoons, animated movies, toys, and sculptures should not be included in this definition of child pornography, nor should it be regulated as such, and I shall lay out why.
Firstly, there is no known link between drawings of fictitious children and the sexual abuse of actual children. In 2012, the former Justice Minister of Denmark, Lars Barfod, ordered a study to be conducted in order to find a link between drawn depictions of minors and sexual abuse of children. The study was conducted by the Sexologist Klinik which is a part of one of Denmark’s largest hospitals, Rigshospitalet. This study was conducted after the Socialdemokraterne (opposition party) proposed banning drawings and animations of children being sexually abused. The original document is in Danish, but here are some translated sections of their findings.
1. It is clear from the opinion that there are no scientific studies to illustrate whether the possession of fictitious child pornography, which is not realistic depictions, is similar or approximate in the same way as Photographs, etc., may lead individuals to commit sexual assault on children.
2. The opinion also states that research into the link between the use of pornographic images of real children and sexual abuse of children has only been taken up in recent years. Studies so far seem to show that there is a high-risk group for whom the use of pornography-like images of real children can be a contributory cause of sexual abuse of a child, but the use of pornographic images of real children without a This high-risk group does not in itself appear to lead to sexual abuse of children.
3. The Penal Council then points out that there are no studies showing or resorting to the fact that the possession of fictitious child pornography, which does not have the same resemblance to photographic representations of real children, is a contributory factor in the misuse of children Sexually.
4. Against this background, it is difficult for the Council to justify an extension of the prohibition already in force on the distribution and possession of certain forms of fictitious child pornography to include animated children's pornographic graphy, which does not have the Similar to photographic representations of real-life children.
5. 7. The Penal Council has not found grounds to engage in reflection on issues other than the latter example, photographs of children. Thus, the Penal Council has not found any grounds for considering the neo-criminalisation of the propagation or possession of non-photographic

We should not assume that people who enjoy art or entertainment featuring sexualized, but fictitious children, will ever actually assault a child. Again, one’s choice in entertainment does not reflect their impulses.
By far, the most popular creator of sexual content involving fictitious children is Japan. The genres of loli and shota, for instance, involve little boys and girls engaging in sexual, sometimes sexually abusive activities. Not every work under these genres are sexual, as some can just be innocent stories about the child character’s daily life. These are some of the most popular genres of art and entertainment in Japan, and yet, Japan’s sees a lower volume of child sexual abuse cases than most other countries where such content isn’t nearly as popular or is even outright illegal. In 2016, Japan saw 1,622 cases of child sexual abuse, as reported by the Ministry of Health, Labor and Welfare. In the United Kingdom in the same year, England saw a startling rise in sexual abuse cases involving children. Over 2,800 children were identified as needing protection against sexual abuse. In 2016 alone, in England alone, there were 10,581 cases of sexual assault on children younger than 13, as reported by the NSPCC. Mind you, fictitious drawings of children, such as loli and shota, are illegal in the United Kingdom. As we saw with Japan’s volume of sexual abuse cases versus that of the United Kingdom, we can’t even make the assumption that there is a connection between the consumption of loli/shota content and the sexual abuse of real children. §61 encompasses and assumes far too much with no reason, logic, or data to back it up. It assumes that even fictional content is representative of one’s impulses when that simply is not the case. §61’s inclusion of fictional content will only do harm to those who do not deserve it, criminalize content with absolutely no link to the crime insinuated, and open up a can of legal worms. Law enforcement cannot prove the age of a fictional character, nor can they dispute the age if the creator says that a physically young-looking girl is actually hundreds of years old. Drawings should not be treated as if they are human victims of a crime, with human rights.
Drawings, cartoons, animated movies, sculptures, and other artistic works featuring completely fictitious children should not ever be criminalized, nor shout they be included in §61’s definition of child pornography.

Those celebrities simply stood there with their yellow smiles, they couldn't confront normal people in teh open like that, it was obvious they were vastly outnumbered.

there should be a word for "accusing others of exactly what you're doing to take attention off from yourself" - projecting is overused and doesn't really imply the second half of the statement, and hypocrisy doesn't quite do it either. it's a really common phenomenon, like the creepy male feminists trope or the closeted gay publicly homophobic preacher etc
