Printer paper. It's cheap and smooth and easy to erase off of. Also fits into my $60 portable scanner.
Those shitty almost-disposal BiC mechanical pencils are nice because the plastic parts are so cheap the graphite will 'bounce' when you press too hard, keeping your lines more consistent. If you have some nip novelty store nearby they make .3 and .2 size pencils which are neat. If there are options for graphite sticks remember that harder is easier to erase.
A clicky eraser and a bigger white one for bigger fuckups.
The $100 cheapest wacom will do you fine for a long while. It's much more important to know your software and just skill in general. Try to limit how many tools you're using when you start digital. A lot of pros just use tweaked versions of the most basic brushes.
