Moreover it's obvious who made this shit doesn't understand the rule of compression: you can always down the latter but never up. No amount blurring and resizing will bring any details lost in encoding.

Nope, it looks no different that than any DNR filter you see applied on certain bluray releases. Whatever additional clarity you think you're seeing is a placebo effect. You cannot regain ANY clarity from compressed video. The most you can do slap filters on it to cover up macro blocking and even then you're still smearing shit.
