Let's be honest, people will say that they'd react one way to a hypothetical situation, and would react completely differently in real life. Especially in a setting like this, where it's pretty clearly a question designed to seek shock and disgust kind of reactions. The tendency is to think in more of an ideal reaction, in this example it's kind of live and let live.
While they may not take any sort of action towards the person, they will definitely have some pretty strong feelings towards them. I'd even bet that most would go out of their way to avoid interacting with that person, by crossing streets, or walking a different direction, etc.

Very true. I doubt a regular nobody would be a jerk with a stranger because they're wearing diapers, but everyone's behaviour would be adapted in some way when they notice, unconsciously.
Besides, a lot of normies would probably assume you're talking about plain, white, medical diapers; maybe even pull-ups, though that's already a bit of a reach. They'd probably look some other way when they see it, and that'd be the end of that. But what would happen if they notice a huge Princess Rearz underneath some dude's jeans? Many ABDLs seem to think it's a huge bigger deal than it really is (maybe because so many stories are about getting caught, leading to huge humiliation…?).
