I’ve wondered this too but was moreso looking for toddler-ish panties in adult sizes. Those kind that are super thick cotton but not quite training pants. Haven’t been able to find anything like that.

To answer the OP question Rearz and Baby-Pants have cloth training pants in adult sizes that are cute. Recently found a third store that sells them too but can’t remember the name… maybe they were on Aliexpress or something

That said, it should be possible to make a pair of padded panties with just a sewing machine and some fabric. I'd guess you'd want to use some cotton-elastane blend fabric for the exterior (preferably printed with cute designs), a few layers of terry cloth in the middle to add bulk, and possibly an inner layer of something that feels nice against your skin (maybe just plain cotton). There'd be a lot of trial and error in the process, particularly when figuring out the correct amount of stretch to apply to the outer layer when sewing it to the terry cloth, but it's very doable as a DIY project on a relatively low budget.

I want to try to make something like this. I was thinking more along the lines of an all in one pullup/training pant with a built in waterproof lining on the outside. I love tinkering with things like that, trying different things to see what works. My only problems are figuring out what kind of fabric to use, where to find said fabrics, how to explain the presence of fabrics/pullups to anyone who notices them, and how to wash it after its finished without having anyone ask questions.

Of that, Im not really too worried about figuring out what fabrics to use or where to get them.

The real part that Im really worried about essentially boils down to discretion at different stages of the project.
