The shadier the service, the larger the CP threat. I mean, even Omegle banned the "diaper" and "diapers" tags, and probably for good reason because I've had bots spam me with links several times on those tags, but those tags only. Rather than trying to find a "safe" network, learn how to protect yourself from surveillance. If you're behind a properly hardened TOR gateway (using eg. Whonix) you shouldn't have to worry about accidentally stumbling across illegal content. Just make sure you delete anything you accidentally download.
