The loss of life itself is appalling, but given 33 dead out of around 200 employees across the entire company and 30 more injured perhaps too much to even work, KyoAni has possibly lost 1/4 of its personnel. Not to mention all the experience lost because many of these may are veteran animators and directors. Who knows how much work was lost in the fire. And after such an event friendly familial atmosphere in the studio that they were famous for may never come back. They may continue working but they will not be the same. They've already announced on twitter that the planned 2020 Free movie is flat-out cancelled.

A couple years ago there was an earthquake while my co-workers and I were in an office building during a meeting. When the whole building started to sway, all of us looked at each other in confusion. The only person to act immediately was our boss who silently ran out of the room for his life. The rest of us never even got up as the building kept shaking and just sat there in silence (10 to 15 seconds) until it stopped. If that building collapsed we all would have been injured or died simply because we had no idea what to do and had no recognition of what was happening. Maybe the boss would have lived.

When I lived in an apartment building the whole building fire alarm went off on several occasions. No one even flinched until the alarm lasted more than one minute. At that point people stuck their heads in hallways to see if anyone was actually leaving, if the fire was real. One of those times it was real. The fire was put out before any damage occurred.

Its amazing even outside Japan how people are in terms of not realizing how vulnerable they are and how slow people are to recognize danger. I think its a first world problem more than anything else. The whole concept of life threatening danger is mostly foreign to people who have always lived in a first world country with a decent amount of money. Usually the first people I've seen recognize danger are immigrants fresh from 3rd world countries with various nasty backgrounds.

Some military drills involve designating a "man in charge" both for chain of command and legal reasons. If something bad happens, it usually goes to the person with highest rank and seniority.
