I'd say that, rather than the party having low INT, they are all average at worst (apart from Laius, of course, the savant that he is).
The thing is that they've had to turn off their common sense and problem solving skills because, against all odds, Laius answer's are usually the ones that are, in fact, correct.
You can see it when the other parties interact with Laius: They think he is absolutely insane or scheming something up until the moment he is proven correct, at which point they cannot fathom how the universe has conspired so that he is, in fact, right, and either take a SAN penalty or just roll with it, like the party have, again by turning off their common sense and problem solving skills.
