It is, but that was the joke, that the girls were all fujos. It was even in the title of the episode, Kusatta Genjitsu, rotten art, fujoshi, rotten girls. They could have done better, but also could have done much worse.
I think the one part that brings this show down is the timing of some scenes, including that fujo one, they just end up dragging on too long. But that's usually like 1-2 minutes per episode, not unbearable.

I never really pay attention to the titles of the episodes cause of the site I use to view anime. It also seems like the budget was small between the op and ending with the stuff at the end it adds up to about 5 minutes which is about 20% of the episode. Yamaneko is cute and her softening up to Danchou, while still giving her shit, is the one interesting overarching storyline.
Renkin and the yousei are all varying degrees of cute and hot, and they play off each other well.

Renkin is the only recurring character that properly qualifies, but Nuckelavee (light blue) and Coupy (heterochromia) also pass in many scenes, Titania (pink) once in a while. There's a bit of inconsistency, sometimes they're drawn as flat and tiny, other times they have boobs. They're all technically older, including Renkin. Renkin does get some fanservice, but most fanservice is Danchou and Yamaneko, followed by the fairies.

It's definitely not the best show this season, and it's definitely the most fun. Lots of ups and downs, but good episodes can be really good. It's in the vein of Last Period, Ixion Saga DT, a stupid fantasy adventure anime. Grab the first season and give it 4-5 episodes, so long as you go in with the right expectations, you'll probably like it enough.
