Assuming we're talking opus here, which is what you should be using with VP9, 128k is the accepted transparency threshold, so anything over that is bloat, especially for size-constrained weebms.
I find 64k is good for speech, there's some loss with complex music, but you need good headphones and comparisons to notice, you won't notice it normally just listening to a webm, or at all if it's just speech. 96k is good enough for music, but going up to 128k is probably worth the bandwidth on a music video. 32k is usable if you're really constrained for space. I've done some 24k and 16k for broadcast work, but that's narrowband voice only, so expectations/requirements are lower.
But otherwise, that's exactly how I do my size limits too.

174k is the highest bitrate someone has ever managed to successfully ABX test opus on a random audio track which wasn't known for being hard on audio encoders. I read this on hydrogenaudio ages ago, can't find it now . But people have managed to tell opus from the original apart at higher bitrates, with samples known to be hard to compress. With regular audio, In these ABX tests where someone sits down, gets to know a track, encodes it at a bitrate, and then usually has a decent audio setup with which they then specifically try to tell apart the original from the encode using a piece of software that will play the original and the encode at random and then ask the user to say which is which, people consistently manage to tell opus apart from the original even at bitrates considered fairly high for the codec such as 140-160kbps. These tests are amazing for worst case scenarios, take it however you want, but from reading them I'd personally give 160kbps as the highest opus bitrate you should use on the real world. It's not the highest someone has ever benched on a random or specially picked audio sample, but for the vast majority of audio you are going to consume, it appears to be near impossible for someone to tell it apart from the original without making a very good attempt at trying to.
96k is where a fairly large test body people with a fairly satisfactory body of both music and non-music test material have rated opus imperceptible. http://listening-test.coresv.net/results.htm . This test was actually done with a fairly old libopus version, so things have improved since then.
Also consider 2 truths: Just because you can't notice it doesn't mean it doesn't affect you. We don't notice the moon's gravity, but it's enough to move the seas.
Audio recording isn't perfect, even a lossless format may be far from reality. This is often true with old audio recordings simply due to limited technology, or modern recordings where the people behind it are boomers who self identify as audiophiles and don't know shit. So basically most recordings. That means sure your opus encode may be undistinguishable from the flac recording it was encoded from, but it's still even farther from reality than the flac.
The 96k test is the best example and anecdote, specially when you factor in the fact that anime audio is for the most part pretty simple, whereas the test material was specifically picked for being slightly more complicated than average. If you look at it, it has tracks with very sharp definition and audio transitions in the form of electronic music, music with many instruments and a vocalist singing at once in the form of rock music, and that one track with a woman talking over a cheering crowd. Those are all difficult samples to encode, and at 96kbps the body of testers averaged out to finding the sound indiscernible from the original, though when you take out the average part a lot of people certainly could tell the audio from the original. I believe the conclusion of that is: 96kbps is quite good, but we should use more bitrate, so that everyone can't tell the audio apart from the original.
When you add my unsourced claim and my sourced claim up, I would personally say that the usable range for opus bitrate is between 48 and 80kbps per channel (96 and 160kbps for stereo audio). Maybe more could be excusable if your recording is shit to begin with.
Since we're talking anime, we're in luck. Anime audio is very simple. For the vast majority of time you usually have characters talking one or two at a time, on top of that maybe some soundtrack and sound effects, with pauses for silence at some points.
I personally draw 2 strategies from this information: If you're encoding a webm to post on 8chan, and you want the smallest filesize with reasonable audio quality, then stick to 96kbps. If you're encoding a webm and you don't really care about file size, and your video track happened to undershoot or whatever which left you with spare room, then 160kbps is the highest value that makes sense, so you could try to get closer to that on the audio.
For music, I personally listen to FLAC on my PC since that is objectively better and my PC is where I archive the audio I make encodes from anyway, but on my phone I keep a 112kbps opus music library, for listening to music on the go.

I can at least tell you that there are no real go-to choices for speakers and headphones, and that the speakers/headphones you use matter far, far more than anything else except low bitrate/poor recording quality. Obviously meme overpriced garbage sucks, built-in speakers are all trash, but once you're looking at actual products, it kind of becomes a mess with no clear direction. There are some designated brands and studio equipment which you can count on to be good, but those are outside the average person's budget, and at that point you need to start thinking about room acoustics and all kinds of autistic over-the-top shit.
For more practical advice, with headphones you can often find frequency response graphs, which are more or less an indication of how good they are at reproducing authentic sound.
With speakers, the audiophile way to go is getting an amp, then digging deep and finding the best speaker units you can buy, or even making your own speakers. I personally went with the less bothersome choice of finding the best possible speakers with a built-in amp on my low budget, which for me were Microlab Solo6, and eventually added a subwoofer, which I just got out of a Microlab FC330 set, since again it was the cheapest relatively decent option. For the ~$200 this setup cost, I think it produces extremely good sound. There is some nitpicking to be done, a few frequencies where it shits the bed a little bit and it sometimes makes a buzz when idle, but overall I think I have really good quality sound with this.
