I don't know where Anon got that but it's kind of wrong. 令 in a modern context means order, command such as in 命令 or 法令, and 和 is the classic name for Japan and is used to mean either Japan or Japanese in things like 和風 or 和製, and was also used in other era names as late as shouwa. But 令 apparently used to mean fortunate, auspicious and is also used as a respectful way to refer to someone else's family member (令嬢, 令兄, etc.) and from what I've seen they're implying this more archaic meaning of 令 since it comes from a Nara period poem.
