This is pure speculation, but I think the Tonegawa anime exists because of the demand for new Kaiji content mixed with the infeasibility of getting the seiyuu back together. Maybe they were testing the waters with the new announcer, seeing if a new voice was a dealbreaker for fans, or maybe they wanted to break up the change over time, getting them used to a new announcer before rolling out a new Kaiji.
