I don't recognize all of these (and the first one I looked up was from a female-demographic game, so I don't think anyone else will either) so I'll refer to them by coordinates (picture, row, column)
I need them to be recognizable as a uniform. 2,5,2 looks too much like normal clothes, compared to all those above and left of it which are clearly not.
But at the same time, it should clearly be a school uniform. 4,3,2 looks too much like a maid outfit, 1,5,1 looks more like Sea Cadets than a school, and 4,5,3 is clearly Gardevoir.
The male and female uniforms must be consistent with one another, or it can hardly be called a uniform. 4,2,4 has no clear connection at all between the two, in either color or style; even the shades of blue are different.
It shouldn't be overly flashy. I generally prefer solid (and preferably subdued) colours, and dislike stripes or plaid. 3,2,4 is as disgusting as the flag of Maryland.
I don't have an exceptionally strong preference either way for sailor-style versus shirt-and-blazer style on the girls. In sailor-style, I prefer the tails-together ribbon presentation over the tails-apart or a bow (i.e. 3,1,3 over 3,4,3). If the girls wear a dress shirt and blazer, I tend to prefer a normal necktie over ribbons or bows.
For males I generally prefer shirt-and-blazer over a gakuran, though I'm much more amenable than usual to a gakuran if the girl's uniform is on the traditional end of serafuku designs such as 2,2,2.
I'm not a fan of ludicrously short skirts. If that kind of thing is called for, it's better to have individual characters shorten it somewhat as appropriate to their personality.
All this does depend on the setting. 2,1,4 could work very well, but only in a very particular kind of setting.
