Kaiki seems like a guy past his prime who has somewhat given up on his ideals but still hangs onto them out of a sense of duty.
He's a conman and doesn't mind causing small amounts of harm to people, but only small amounts. This is probably why he targets kids mostly, their money in the grand scheme of things doesn't really matter. Since all their essentials are paid for by parents he's only scamming small amounts of what amounts to disposable income. Taking this money isn't going to cost someone their home or car or put them behind on bills, it's despicable but it's one of the more moral targets since the monetary harm assuredly small. He chooses occult type scams because that's what he knows best. He does believe in the occult despite what he says and I think he says he doesn't in an attempt to disassociate himself from his work.
Personally I think Kaiki at one point dedicated himself to the occult and truly cared about the people involved but after the stuff with Kanbaru's mom and as he got older he became disillusioned with it all and the temporary nature of anything he cared about. Which is why he developed his attachment to money which in turn made him use his skills to get that money in the easiest and least harmful way he could.
I think in the end he's just a broken guy who got hurt in the past so deeply that he just wants to coast his life away so as not to form any attachments to anyone so he doesn't get hurt again. He still cares but he pretends not to to avoid it all.
